The indictment alleges that "a reasonable recipient who is familiar with the circumstances would interpret" the seashell arrangement "as a serious expression of an intent to do harm to the President of the United States." While "86" is slang for "to get rid of," and "47" refers to Trump's current term, Comey has stated he believed it was a "clever way to express a political viewpoint." The Justice Department previously attempted to indict Comey for lying to Congress in 2020, but that case was dismissed due to the invalid appointment of a prosecutor.
