Narita Airport Considers Eminent Domain for Runway Expansion
Narita International Airport Corporation (NAA) is reportedly exploring procedures under the Land Expropriation Act as it faces challenges in acquiring land for its new and extended runways. The act allows the state to acquire land for public facilities, such as roads and airports, through the exercise of public authority. NAA plans to communicate this intention to the Ministry of Land, Infrastructure, Transport and Tourism as early as April 2026 and initiate discussions with local residents.
Operational Delay and Future Steps
The planned operational date for the runways, initially set for March 2029, is expected to be delayed. Before proceeding with eminent domain, NAA must submit an "enterprise recognition application" to confirm the public benefit of the project. Sources indicate that NAA intends to formally decide on this application after securing the understanding of local communities. This process marks a critical juncture for the airport's expansion project.
