Hong Kong's Five-Year Plan and Legislative Cooperation Stressed
Hong Kong Chief Executive John Lee stated that Hong Kong's 'Five-Year Plan' will be formulated within this year, aligning with the national '15th Five-Year Plan'. This plan will be personally led by John Lee and is expected to undergo public consultation in Q4, with official release by year-end, following collaboration with the Legislative Council. He emphasized the establishment of a partnership between the government and the Legislative Council through a 'cooperation, research, and opinion-gathering' mechanism. To this end, the Economic and Internal Affairs Bureau will set up a cooperation platform with relevant Legislative Council subcommittees.
Accelerating Northern Metropolis Development and Stabilizing Energy Supply
Chief Executive Lee announced that the dedicated bill for the Northern Metropolis has been submitted to the Legislative Council today for consultation. He expressed hope that this bill will be passed within the year to accelerate the upgrade of industries, scientific research, and high-end manufacturing in the Northern Metropolis. Regarding rising oil prices due to Middle East tensions, the government will focus on stabilizing energy supply, carefully evaluate the rationality and necessity of price changes, consider the public's affordability, and emphasize the social responsibility of suppliers. Furthermore, customs and fire services will intensify crackdowns on illegal oil smuggling.
China-Vietnam 3+3 Strategic Dialogue Mechanism Meeting Held
China and Vietnam held the first ministerial-level meeting of the 3+3 Strategic Dialogue Mechanism on foreign affairs, defense, and public security in Hanoi, Vietnam. The two countries reached broad consensus on various topics, including developments in the international situation, maintaining political security, and cooperation on combating drugs. Foreign Minister Wang Yi emphasized that the foreign ministries of both countries should enhance multilateral coordination, deepen strategic communication on international and regional issues, and strengthen cooperation within multilateral platforms such as China-ASEAN, Lancang-Mekong Cooperation, and BRICS. Minister of Public Security Wang Xiaohong proposed prioritizing political security to jointly counter color revolutions and establish law enforcement cooperation mechanisms in areas such as cybersecurity, online fraud, drug trafficking, and fugitive pursuit. Defense Minister Dong Jun stated that the militaries of both countries should continue to enhance mutual trust and jointly safeguard maritime security and stability.
