MoEL Accelerates Labor Administration Innovation with AI, Boosting Industrial Accident Prediction by 52%
MoEL Develops AI-Powered Industrial Accident Prediction Model and Achieves Results
The Ministry of Employment and Labor (MoEL) is utilizing artificial intelligence (AI) technology to enhance worker safety. The Labor Administration AI Innovation Division independently developed an initial AI model for industrial accident prediction using AI coding agents such as Claude Code and Codex. This model learns from industrial accident and inspection history data across 3 million workplaces, then identifies the top 0.6%, or 19,000 high-risk workplaces. By concentrating prevention personnel and resources on these selected workplaces, a reduction in industrial accidents is expected. The model also incorporates Explainable AI to logically justify its selections.
Performance evaluation of the industrial accident prediction AI model showed its predictive power to be 52% higher than the traditional method of selection by public officials. Based on data from December 2024, when selecting 19,000 out of 3 million workplaces, it was estimated that 2.94 million days of work loss would occur in 2025 in AI-selected workplaces, compared to 1.93 million days in those selected by officials.
Field Officials Pioneer AI-Driven Administrative Innovation
AI-based tools developed directly by field officials were also unveiled. Labor Inspector Kang Min of the Busan Regional Employment and Labor Office developed 'SoundWriter,' an AI tool that instantly converts recorded phone conversations from investigations into text. This has expedited the clarification of case details and the protection of workers' rights. Additionally, Principal Official Han Yisong of the Seoul Western Employment Center developed an 'AI Self-Introduction Generator' that analyzes job seekers' backgrounds and capabilities to assist in systematic self-introduction writing, which has been applied in the field. Both tools have received positive feedback from civil servants.
