Hong Kong Privacy Commissioner Reviews 60 Institutions' AI Applications, No Violations Found
Hong Kong's AI System Usage and Review Results
The Office of the Privacy Commissioner for Personal Data (PCPD) in Hong Kong launched a new round of compliance reviews in January to understand the latest applications of Artificial Intelligence (AI) systems. The review covered 60 institutions, including traditional sectors like banking, finance, beauty, education, government departments, insurance, medical services, and new sectors such as accounting, catering, innovation and technology, logistics, and property management. It was found that 24 institutions collect or use personal data through AI systems. All these institutions provided a 'Personal Information Collection Statement' to individuals before data collection and implemented relevant security measures. No violations of the Personal Data (Privacy) Ordinance were found.
Promoting AI Adoption While Enhancing Privacy Protection
Among the 60 institutions reviewed, 57 were using AI in their daily operations, with 45 having used AI for more than a year. Of these 57 institutions, 29 employed three or more AI systems in various fields, including administrative support, customer service, research and development, marketing, compliance, and risk management. Privacy Commissioner Ada Chung emphasized that as AI applications become more widespread, institutions must acknowledge potential privacy risks alongside the convenience AI brings. She welcomed the fact that most institutions have established AI governance frameworks and are progressively developing internal policies or guidelines for employees' use of generative AI.
