How 'Slugging' Works
MS NOW Reporter Arielle Hixson described slugging as 'organized hitchhiking.' Drivers gather at parking lots, such as in Woodbridge, Virginia, and pick up passengers heading to the same destination. This allows them to meet the minimum passenger requirement (e.g., three people) to legally drive in carpool lanes and avoid or reduce tolls. Many commuters, including Gloria Ramirez, benefit financially from this practice, and its popularity is growing. Commuter Emily Kane emphasized that slugging has become a necessity, stating that she cannot afford to commute 20 miles to D.C. with current gas prices.
