Hong Kong's Secretary for Constitutional and Mainland Affairs, Erick Tsang, announced that Hong Kong will develop its first five-year plan in conjunction with the national 15th Five-Year Plan. This plan will be guided by the principle that 'security is the prerequisite for development, and development is the guarantee of security.' Tsang emphasized the importance of enhancing citizens' understanding of the Constitution and the Basic Law, and strengthening patriotic education to safeguard national security. He likened patriotic education to the DNA in the immune system, helping citizens resist external interference. The government plans to expand exchange programs to allow young people to gain firsthand experience and understanding of the mainland.
Fostering Female Scientific Talent and Elder-Friendly Housing Initiatives
The Chinese University of Hong Kong Faculty of Medicine has launched a program to nurture female scientific research talent, aiming to cultivate 100 female medical scientists within five years. This initiative is expected to support Hong Kong's development into an international innovation and technology hub in line with the national 15th Five-Year Plan. In parallel, the Hong Kong Housing Authority is implementing various measures to improve elder-friendly housing. A door opening and closing monitoring system is being piloted in Kwun Tong and Ho Man Tin public housing estates for elderly residents. If a door remains unopened for an extended period, designated contacts are automatically notified. The pilot program will be expanded to Wong Tai Sin Tung Hui Estate and Tin Shui Wai Tin Yan Estate in the second quarter of this year.
