Stalking Murder of a 20-Year-Old Woman
On the 14th, a 20-year-old woman was fatally stabbed by Kim Mo-ssi, 45, in the middle of a road in Namyangju, Gyeonggi Province. Kim, the victim's former common-law partner, reportedly blocked her way near her workplace and attacked her with a weapon. The victim had reported domestic violence and stalking to the police four times since May of last year, but the police's passive response ultimately led to the tragedy.
Controversy Over Police Inaction Intensifies
On the 27th of last month, the Gyeonggi Nambu Provincial Police Agency directed Guri Police Station to actively consider applying for an arrest warrant for Kim. However, Guri Police delayed action, waiting for National Forensic Service results—which typically take 1-2 months—to prove that Kim installed a GPS tracking device found in the victim's car. During this time, Kim repeatedly refused police interrogations and remained free. The combined inaction of the police led to the collapse of the victim's safety net. Following criticism from President Lee Jae-myung, the National Police Agency announced it would initiate an internal investigation.
