Chief Executive Lee Ka-chiu announced that Hong Kong will formulate its first five-year plan, aligning with the nation's 15th Five-Year Plan. The initiative aims to strengthen and better utilize Hong Kong's advantages, focusing on continuous dynamic circulation in economic development and improving people's livelihoods. This plan will provide clear visions and goals across various key areas, enabling citizens to better understand Hong Kong's development trajectory over the next five years.

Collaboration with LegCo and Consultation Timeline

Lee Ka-chiu stated that he would personally lead the drafting of the Hong Kong Five-Year Plan, with the Constitutional and Mainland Affairs Bureau spearheading the effort. He proposed establishing a cooperation mechanism for coordinated research and opinion collection between the government and the Legislative Council (LegCo) to facilitate the process. LegCo President Andrew Leung expressed positive feedback on this proposal. The Chief Executive expects to launch a public consultation in the fourth quarter of this year, with the formal document of the five-year plan to be announced by year-end. LegCo President Andrew Leung and the two Convenors of LegCo committees, Chan Chun-ying and Ma Fung-kwok, voiced their full support for the cooperation mechanism, seeing it as a crucial step towards fostering a new phase of positive interaction between the executive and legislative branches.

Accelerating Northern Metropolis Development and Middle East Cooperation

Lee Ka-chiu also announced that the government submitted a dedicated bill for the Northern Metropolis development to the LegCo today for consultation. He expressed hope that this legislation would be passed within the year. The aim is to accelerate the development of the Northern Metropolis, fostering industrial upgrading, scientific research, and high-end manufacturing. Furthermore, he emphasized that cooperation with the Middle East would not slow down. Hong Kong will leverage its advantages and opportunities to attract Middle Eastern investors, ensuring that Hong Kong remains a secure and opportune destination for capital outflow. This strategic approach aims to ensure high-quality and effective outcomes for Hong Kong's development.
