Hong Kong Chief Executive John Lee announced that Hong Kong's first 5-year plan will be formulated this year, actively aligning with the national 15th Five-Year Plan. This plan will be directly led by the Chief Executive, with the Constitutional and Mainland Affairs Bureau responsible for its implementation. A collaborative platform will be established between the Bureau and the Legislative Council subcommittee to coordinate research, gather opinions, and conduct analyses. This initiative aims to foster a positive interaction between the executive and legislative branches and strengthen their cooperative partnership. The specific plan will undergo public consultation in the fourth quarter of this year and will be officially announced by year-end.
Ensuring Stable Energy Supply and Transparent Oil Price Fluctuations
Chief Executive Lee expressed deep government concern over rising oil prices due to Middle East tensions, emphasizing the importance of ensuring a stable energy supply. The government will thoroughly examine the rationality and necessity of oil price changes and urge oil suppliers to fulfill their social responsibilities. Suppliers are also requested to maintain adequate reserves and develop contingency plans for various scenarios. The Competition Commission and Consumer Council will closely monitor market operations and enhance the transparency of oil price information. The government also pledged to intensify crackdowns by Customs and the Fire Services Department on illegal activities, particularly the smuggling of illicit oil from mainland China into Hong Kong.

Li Huiqiong, a member of the Standing Committee of the National People's Congress, highlighted that this year marks the beginning of the 15th Five-Year Plan. She stated that Hong Kong will be a crucial contributor and participant in this development process, ultimately becoming a beneficiary. She explained that it is essential to support Hong Kong and Macau in consolidating and enhancing their competitive advantages, enabling them to better integrate into and contribute to the nation's overall development strategy.
