Eighteen former Marines from the Philippines reported to the National Bureau of Investigation (NBI) Headquarters on Tuesday, March 17. They were re-summoned in connection with accusations of bringing kickbacks to several politicians from flood control projects. Their lawyer, Atty. Levi Baligod, confirmed that the entire group attended the NBI for the investigation.
Dispute Over Investigation Scope
Baligod asserted that the NBI's current authority, based on the subpoena with delegated power from the Ombudsman, is strictly for identity verification. He clarified that the NBI's mandate does not extend to questioning the content of the affidavits. Baligod stated that he intervened when investigators attempted to delve into the affidavit details, arguing that such inquiries exceeded the scope of the delegated authority.
