The commission seeks to address human rights abuses committed during the previous government's 'war on drugs' and foster societal healing.
Commission's Role and Objectives
The Truth Commission will focus on elucidating the broader context of the EJKs and holding perpetrators accountable. A key aspect of its mission is to document and preserve the stories and memories of victims and their families. Beyond simply addressing past grievances, the commission aims to recommend institutional reforms to prevent future human rights violations and ultimately facilitate the healing of Philippine society. The commission plans to operate for approximately two years, with an initial report expected within six months.
Securing Testimonies and Challenges Ahead
The commission is collaborating with various civil society organizations that support victims' families to gather testimonies. To ensure the safety of witnesses, diverse testimonial formats, including live streaming of public hearings, are being considered. Drawing parallels with Guatemala's experience, the effort to reveal the truth is expected to face political pressure and threats of violence. The Truth Commission enjoys strong support from Catholic institutions such as Caritas Philippines.
