Manuel Bonoan, former Secretary of the Department of Public Works and Highways (DPWH), has been transferred to a private hospital in Metro Manila after experiencing health issues related to his heart. According to the Philippine National Police (PNP), Bonoan's laboratory results on Tuesday afternoon showed elevated heart enzyme levels. Due to the PNP General Hospital's inability to provide specialized care, a transfer to a facility with appropriate specialists was recommended.

Bonoan was initially hospitalized after suffering dizziness and high blood pressure on Monday, following his arrest on plunder charges linked to alleged anomalies in flood control projects. The police cited his advanced age and pre-existing hypertension as factors for the transfer. The PNP affirmed that no special treatment would be accorded to the former secretary.

DPWH Official Alleges Budget Irregularities

In related news, a DPWH Planning Service Director testified that the late DPWH Undersecretary Catalina Cabral bypassed the official chain of command in the department. The director stated that Cabral directly handled the output of her division, particularly concerning the 2025 National Budget, instructing the encoding of projects and their proponents to be submitted directly to the House Committee on Appropriations. This alleged standard operating procedure included projects like the Bulacan flood control project, for which former Senator Bong Revilla Jr. was identified as the proponent.
