According to a CBS News report, two teenage masked attackers initiated a Signal video call with their friend Noelle 20 minutes before they began shooting. Noelle then recorded this call with another device and blasted it out to her contacts on Discord. Another user, identified as Otto, subsequently alerted others to the attack. This real-time sharing has sparked shock and concern.
Content Control and First Amendment Debates
Law enforcement has not yet identified Noelle or confirmed whether they have reached out to her. Discord stated they are saving all content related to the attack and are cooperating with law enforcement, while Signal declined to comment to CBS News. Controlling such harmful content online is challenging, often likened to a 'game of whack-a-mole' for authorities. Furthermore, the First Amendment prevents law enforcement from shutting down websites or platforms, complicating efforts to curb the spread of violent content.
