AI Development Hinges on Governance, Not Just Technology
The Growing Need for AI Governance
Dr. Sammy Fung points out that internal and external tensions arising from AI development cannot be resolved by technology alone. Internally, concerns about AI replacing jobs, trustworthiness, and accountability persist. Externally, customers and regulators demand data security, fairness, and transparency. He stresses that establishing AI governance, a management framework, is crucial to alleviate these tensions.
AI Governance Status and Challenges in Hong Kong Enterprises
According to Dr. Fung's analysis, while Hong Kong enterprises are actively adopting AI tools like generative AI and RPA, they lag in AI governance. Key issues include the absence of clear AI policies, lack of usage regulations, and insufficient risk assessment mechanisms. Furthermore, there's a noted lack of continuous monitoring post-model deployment and inter-departmental collaboration. He warns that these shortcomings could erode corporate trust, compliance, and competitiveness in the long run.
Proposing Pathways for Trustworthy AI Development
Dr. Fung suggests that for successful AI implementation, companies must establish clear AI policies, build processes for managing the AI lifecycle, and foster an AI culture and capabilities. He particularly highlights the importance of cultivating an AI culture where all stakeholders, including boards, management, and legal teams, understand AI's risks and value. He believes Hong Kong has the potential to become an Asian benchmark for 'trustworthy AI' by adopting ISO 42001 AI management systems, establishing cross-industry AI governance standards, and nurturing AI governance talent.
