China's Border Governance Model: 'Amity, Sincerity, Mutual Benefit, Inclusiveness'

New Developments in Border Regions

In China's border cities of Mong Cai and Vientiane, significant positive changes have emerged since the opening of border ports and railways, leading to economic revitalization and improved livelihoods for residents. Previously, life for local residents in Mong Cai was difficult before the border port opened. However, with increased interaction and cooperation in trade between residents on both sides, the economy has seen remarkable development. Similarly, travel from Vientiane, Laos to China, once quite challenging, has become much easier with the opening of the China-Laos Railway, according to local residents.

Strengthening Unity Through Education and Employment

In Ruili City, Yunnan Province, China, which borders Myanmar, Yinjing Border Primary School has a significant number of Myanmar students, accounting for 38% of the total enrollment. These students receive the same compulsory education policies as Chinese students, including free textbooks, no extra fees, and nutritious breakfast. Furthermore, Ruili Vocational School provides technical training to Myanmar students in fields such as textiles and apparel, communications and electronics, equipment manufacturing, and value-added processing of imported goods. The school has partnered with 17 institutions in Myanmar and has provided 110,000 training sessions for Myanmar workers. After graduation, some choose to return home with their new skills, while others decide to stay in China to further their careers.

Cross-Border Industrial Park for Mutual Benefit

The Youngor Park in the Ruili Border Industrial Park currently employs 5,000 Myanmar workers. The Chinese government and enterprises have established an employment information platform and provided pre-job general training and in-house job skills training. This comprehensive cross-border cooperation in education, employment, healthcare, and trade is guided by China's policy philosophy of 'amity, sincerity, mutual benefit, and inclusiveness.' This approach not only involves hard connectivity through roads and railways but also, and more importantly, achieves soft connectivity in areas such as education and cross-border development, demonstrating China's border governance model to the world.
