MEXT Minister Matsumoto Comments on Rocket Launch Resumption and Student Safety Issues
Identifying Causes and Preventing Recurrence of H3 Rocket Launch Failure
Minister of Education, Culture, Sports, Science and Technology, Fumio Matsumoto, announced that the failure of the H3 rocket's second unit launch in December was primarily attributed to damage to the Payload Adapter (PSS). He stated that the Investigation and Safety Subcommittee submitted its report, and he expressed respect for the efforts of those involved in identifying the cause. The minister emphasized the importance of additional verification tests and thorough preparation, including transportation to Tanegashima, for future launches. He noted that the decision to resume launches would be made after carefully assessing the situation and coordinating with relevant stakeholders.
Given the current disruption in Japan's access to space, ensuring safety and preventing future failures are paramount. The Ministry of Education, Culture, Sports, Science and and Technology (MEXT) aims for an early resumption of H3 rocket launches through close collaboration with all concerned organizations.
Student Safety Measures Following Missing Child Incident
Minister Matsumoto also addressed the case of a missing elementary school student in Kyoto, stating that MEXT is working with Kyoto Prefecture to ascertain the details of the incident. Initial findings suggest deficiencies in safety efforts, lack of prior inspections, insufficient communication with the head office, and inadequate supervision. He noted that further details are still being confirmed. MEXT is considering various actions, including direct visits to the educational institutions involved, to determine future responses.
While the report from the third-party committee in Hiroshima Prefecture has not yet been received by MEXT, the ministry plans to formulate recurrence prevention measures based on this report and the actions taken by the prefectural board of education. Minister Matsumoto underscored that children are a national treasure of Japan, and it is crucial to ensure their safety during commute and create an environment where they can attend school with peace of mind. He pledged to work closely with local governments and related organizations to establish secure educational environments.
