Manila 6th District Representative Benny Abante highlighted Ramil Madriaga's testimony during the impeachment hearing against Vice President Sara Duterte. Madriaga, identified as former President Rodrigo Duterte's 'bagman' and operator of 'dummy accounts' for Sara Duterte, disclosed that former President Duterte gave him 25 million pesos in 2021 to purchase high-end motorcycles. Two Harley-Davidson motorcycles were bought under Madriaga's son's name, and two Ducati motorcycles were purchased under Madriaga's own name. Additionally, seven Yamaha NMAX motorcycles were acquired for the operations of ISIP (Initiative for Social Justice, Innovation, and Progress Pilipinas), with remaining funds distributed among ISIP colleagues.
Questions Raised on Duterte's Funding Source and Transparency
Madriaga affirmed that all these purchases were made with cash provided by former President Duterte. Representative Abante pointed out the discrepancy, as Duterte was supposedly without funds, yet possessed substantial personal money. Madriaga further testified receiving 100 million pesos from Maestrado Lim, whom Duterte referred to as 'Tanda,' for ISIP funding, also delivered in cash. Madriaga also claimed to have picked up two Landbank Manager's Checks amounting to 84.2 million pesos and 4.8 million pesos from a Duterte 'safehouse,' but did not deposit them. Representative Abante questioned the transparency of these large sums, inquiring whether they were Duterte's personal funds or government funds, demanding clarification.
