DILG Issues Warning on Swimming After Alcohol Consumption
The Department of the Interior and Local Government (DILG) in the Philippines has issued a stern warning against swimming after consuming alcohol, as an influx of visitors is expected at resorts and beaches during the upcoming Holy Week break. The DILG reported that eight drowning incidents linked to alcohol consumption in swimming pools or the sea were recorded last year. Secretary Jonvic Remulla emphasized that individuals who have consumed alcohol should refrain from swimming, indicating that penalties might be imposed for non-compliance.
Expert Advice for Drowning Prevention
According to the World Health Organization (WHO), approximately 300,000 annual drowning deaths occur worldwide. Swimming coach Rowell Alvarez highlighted that panicking is the primary challenge when facing the threat of drowning. He explained that if one cannot feel the bottom of the swimming pool, the tendency to panic leads to rapid kicking and arm movements, resulting in quick exhaustion, which can be fatal. Coach Alvarez advises mastering basic swimming techniques like dog paddling and practicing proper breathing to conserve energy and calmly wait for rescue.
Safety Guidelines for Beach Swimming
Coach Alvarez also provided advice for those swimming in the sea, recommending avoidance of deep, unfamiliar areas and always swimming with a buddy who knows how to rescue or assist. He added that swimming is considered an essential life skill for Filipinos, especially given the country's archipelagic nature. Both the DILG and experts reiterate the importance of strictly adhering to safety guidelines for a safe and enjoyable Holy Week break.
