Outlined in a paper by the Labour Bureau, these proposals seek to bolster existing workplace safety laws and impose a strict blanket smoking ban across all construction sites. Construction workers caught smoking on-site could be fined HK$3,000, with contractors also facing penalties for non-compliance.
