According to Maeil Business Newspaper's report on March 19, six bills alone propose new AI support agencies, such as the National Artificial Intelligence Center and the Korea Artificial Intelligence Association, with similar titles like 'Artificial Intelligence Industry Promotion Act.' Similarly, bills for creating semiconductor-related public institutions, including the Semiconductor Industry Promotion Institute, are actively being discussed.
Concerns Over Government Efficiency Decline and Financial Burden
Government officials express concerns about this competition to establish new public institutions. They point out that once established, these agencies tend to expand their scope of work and grow in size to ensure their survival, potentially leading to an increase in the number of public institutions and a decline in administrative efficiency. Furthermore, the establishment of new public agencies incurs substantial financial burdens on taxpayers, covering construction costs, personnel expenses, and operational costs. Criticism also arises when new public institutions are proposed for tasks that could be handled by the private sector.
