Following the United States' relaxation of some artificial intelligence (AI) chip export restrictions to China, several Chinese universities and research institutions with ties to the military-industrial complex are actively seeking to acquire high-end AI chips, specifically Nvidia's (Nvidia) H200. This development has reignited concerns within the US political and national security sectors regarding the potential diversion of advanced technology for military purposes.
According to a Bloomberg report, at least seven Chinese universities with close connections to the Chinese defense industry or the military have attempted to acquire or lease the computing power of H200 chips over the past year. Notably, institutions like Beihang University and Northwestern Polytechnical University, both part of China's 'Seven Sons of National Defense' and listed on the US Commerce Department's Entity List, have been observed seeking to lease computational resources from H200 chips.
Circumventing Export Controls and Implications for Security
The H200 is currently the most powerful AI processor that the US permits for sale to China. In early 2026, the US Commerce Department officially allowed H200 sales to China, explicitly prohibiting military use. Some institutions appear to be circumventing traditional export controls by leasing computing services from overseas data centers rather than directly importing the chips. Analysts suggest that even small-scale acquisitions of these high-performance chips could significantly support research and development in areas such as military AI, cyber warfare, and autonomous weapon systems. US experts view these efforts as presenting new challenges to existing export controls.
