Victoria, Australia is grappling with a surge in car thefts, predominantly facilitated by high-tech key cloning devices. According to Victoria Police, more than 33,000 vehicles were stolen in the 12 months leading up to September 2025, with approximately 20% of these cars never recovered. A substantial 30-40% of these thefts involved the use of 'onboard diagnostic tools' or key reprogramming devices. These tools have a legitimate use for mechanics to reset security systems and program new keys. However, criminals are exploiting this technology to easily steal vehicles.

Deputy Commissioner Robert Hill noted that these devices primarily target vehicles manufactured from the early 2000s up to around 2025, including popular models like the Toyota LandCruiser, Hilux, RAV4, and Holdens. Criminals can readily purchase these devices online; last year alone, Victoria Police seized 800 such devices from offenders. Thieves typically smash a window, enter the vehicle, and plug the diagnostic tool into a port under the dashboard to override the security system, starting the car and driving off in a matter of seconds.

Police Response and Citizen Prevention Efforts

Victoria Police continues to patrol identified hotspots and deploy significant resources to areas known for these crimes, often targeting affluent suburbs. The police are also engaging with vehicle manufacturers to discuss ways to enhance the security systems of their vehicle fleets. For car owners, the police recommend speaking with their mechanic or visiting an auto outlet to purchase an onboard diagnostic port lock. This lock plugs into the port under the dashboard, creating a physical barrier that prevents offenders from connecting key cloning devices and thereby thwarting car theft. Deputy Commissioner Hill emphasized that this simple investment can prevent car owners from becoming victims of crime.
