COA Uncovers 'Overpricing' in Davao Road Project
The Commission on Audit (COA) of the Philippines has uncovered 'overpricing' and 'irregularities' in a roughly 19 million-peso road project in Davao City undertaken by E. Guardiola Construction. In 2010, the project was overpriced by approximately 12 million pesos, exceeding the Department of Public Works and Highways (DPWH) allowable cost of 7.14 million pesos by 167.95%. The COA has referred its audit findings to the Office of the Ombudsman, requesting a criminal investigation.

E. Guardiola Construction is a company registered under the name of Edwin Guardiola's brother, who is the head of Construction Workers' Solidarity. This latest discovery marks the seventh instance in which the Commission on Audit has raised issues regarding projects associated with this company and referred them to the Office of the Ombudsman for investigation. This raises serious concerns regarding the management and oversight of public funds in Davao, a major city in Mindanao.
