Philippines Seeks Stronger Law Amid Foreign Espionage Activities
On March 12, 2026, Philippine Senate President Pro Tempore Ping Lacson, after confirming reports of foreign espionage activities, urged the enactment of a stronger anti-espionage law. He submitted Senate Bill 33 last July, aiming to strengthen and modernize the Philippines' anti-espionage law. The bill expands its scope to include espionage related to new technologies and is currently pending before a Senate committee.
Allegations of China-Linked Espionage and Enhanced Penalties
Senate Bill 33 strengthens penalties for espionage activities, allowing for the imposition of life imprisonment without parole for convicted perpetrators (including accomplices). This comes after reports by Rappler raised suspicions that Chinese nationals utilized Filipinos to obtain sensitive security information. The National Security Council of the Philippines announced that this China-linked spy operation had been 'dealt with and terminated'.
