Concerns Over Identifying Smuggled Cigarettes
A survey by a Hong Kong civic group revealed that if the government's proposed plain tobacco packaging is introduced, approximately 90% of Hong Kong smokers would be unable to distinguish between smuggled and duty-paid cigarettes. The Long-term Tobacco Policy Concern Group announced these findings on Thursday (local time), warning that the new packaging method could hinder efforts to crack down on smuggled tobacco.
Call for Expanded Verification System via QR Code
The group urged authorities to expand the functionality of the tobacco excise tax system, allowing consumers to scan a QR code to verify whether a cigarette product has paid taxes. Under current packaging, consumers can identify duty-paid cigarettes through brand labels, but the introduction of plain packaging would make such identification difficult. This raises concerns that it would deter consumer participation in efforts to curb the distribution of smuggled cigarettes.
