Fierce Competition for Pilot Zones in Daejeon's Aging Planned Cities
Apartment complexes in Daejeon are engaged in fierce competition ahead of their designation as redevelopment pilot zones. Banners bearing phrases like 'Urgent Situation' and 'Government's preferential redevelopment' are hung at apartment entrances, urging residents to give their consent. With the application deadline for redevelopment pilot zones in Dunsan and Songchon districts approaching in early April, each complex is staking everything on securing consent forms.
Concerns Over Speculation Incitement and Unclear Information
If designated as a pilot zone, complexes will receive special benefits, including a relaxation of the floor area ratio up to 360% and simplified administrative procedures. However, some banners display unsubstantiated claims such as 'One consent form changes your home's value by hundreds of millions of won' and 'Significant reduction in owner contributions,' creating excessive expectations. Even construction companies are putting up banners to fuel the redevelopment atmosphere, sparking controversy over inciting speculation. Lee Kwang-jin, Secretary-General of Daejeon Citizens' Coalition for Economic Justice (Daejeon CCFEJ), pointed out that such promotions are being misused to incite speculation rather than improve residents' quality of life.
Pilot Zone Selection Plan
Daejeon City plans to conduct evaluations and screenings based on applications received starting in April. Following consultations with the Ministry of Land, Infrastructure and Transport (MOLIT), the city aims to finalize the selection of Daejeon Aging Planned City Redevelopment Pilot Zones in July. Approximately 5,000 to 7,500 households within the Dunsan district are expected to be designated as pilot zones. However, concerns are rising over the overheated competition, as the Special Act on Redevelopment of Aging Planned Cities explicitly states that real estate price stabilization must be included and pursued in the basic plan.
