During the Quad Foreign Ministers' meeting in New Delhi, India's External Affairs Minister S. Jaishankar described the discussions as 'substantive,' underscoring that the four democratic nations are deepening cooperation across various sectors including business, healthcare, and digital technology. He emphasized their collective efforts for innovation, prosperity, and regional stability. Australian Foreign Minister Penny Wong noted that the Quad is increasingly delivering practical outcomes to ensure a free, open, and stable Indo-Pacific, highlighting expanded collaboration on projects like undersea cables. Japanese Foreign Minister Toshimitsu Motegi stressed that Indo-Pacific countries must enhance resilience and strengthen their ability to shape their own future, particularly in economic security.
Enhancing Maritime Security and Economic Resilience
U.S. Secretary of State Marco Rubio announced that the Quad will launch an Indo-Pacific Maritime Surveillance Cooperation Initiative and a Maritime Domain Awareness Initiative. These initiatives aim to leverage maritime surveillance capabilities to enhance information sharing across the Indo-Pacific and provide near real-time commercial maritime domain awareness data. The Quad also plans to introduce a Critical Minerals Framework and a new Energy Security Initiative to ensure stable and reliable energy supplies, strengthen supply chains, and diffuse trusted technologies. S. Jaishankar reiterated a 'zero tolerance' approach to terrorism, affirming the right of nations facing terrorist attacks to defend themselves. Penny Wong highlighted efforts to strengthen cooperation against scam centers, particularly in Southeast Asia, build law enforcement capacity, and deepen cyber cooperation.
Focus on Future Quad Summit
This Quad Foreign Ministers' meeting showcased a strong commitment to maintaining a free and open Indo-Pacific order and enhancing economic resilience. However, there was no clear announcement regarding the hosting of this year's Quad Summit, which did not take place last year. Amid complex international dynamics, including potential shifts in U.S.-China relations and Trump administration policies, international attention is focused on whether the Quad can continue to expand cooperation and contribute to Indo-Pacific stability.
