China's Shenzhen Transforms into AI City with AI Courts, Smart Factories
Shenzhen Establishes Citywide AI Testbed
Shenzhen, a city in Guangdong Province, China, is actively integrating artificial intelligence (AI) technology across its urban fabric, transforming into a comprehensive AI testbed. The city features smart factories, China's first AI department, and an AI court, demonstrating a proactive approach from both enterprises and the government. Notably, in March 2025, Longgang District of Shenzhen established China's first AI (robot) department, spearheading the government's drive for AI adoption.
AI Actively Integrated in Administration and Judiciary
Shenzhen is boldly experimenting with AI technology in its administrative and judicial sectors. Yu Xiquan, Secretary of the Longgang District Committee, stated that the AI department was established to break down inter-departmental barriers and coordinate a one-stop service from industrial planning and ecosystem building to investment services and safety management. The city sees Neolix autonomous delivery vehicles transporting parcels, humanoid robots assisting with subway security and street patrols, and government services provided through OpenClaw-based pilot programs. Furthermore, the Shenzhen Intermediate People's Court is the first in China to introduce AI models into judicial procedures, piloting AI-assisted case processing throughout trials.
