Korea AI Association Publishes White Paper on 'Neighborhood Brain' for Local Elections
AI-Based Local Election Pledge White Paper Released
The Korea AI Association has published a white paper titled 'Healing and Recovery by AI, 228 Neighborhood Brains, Connecting Korea Again' in anticipation of the June 3 local elections. This white paper proposes AI-based pledge blueprints for 228 local basic governments nationwide. It is notable as the first attempt by a private AI association to directly connect local governments and member companies at the local election pledge stage. The association believes that severe local issues such as aging populations, extinction risks, and aging infrastructure cannot be solved by the central government alone.
'Neighborhood Brain' Concept and Funding Plan
The association categorizes its 1,000 member companies' technologies into 10 service modules and analyzes local government data across six axes, including aging rates and extinction risk, to design customized pledges. The core proposal of the white paper, the 'Neighborhood Brain,' envisions establishing small-scale AI centers in 376 disused factories in old industrial complexes and unused 폐교 (closed schools) nationwide. These centers are designed to keep resident data local and ensure life safety services function even if the internet is disconnected. Funding is structured with central government subsidies, local government funds, and private investment. The project aims to begin pilot operations in 20 locations across five regions in 2027, with full deployment in all 228 locations by 2030.
